Training institutes can be established in either the mainland or in one of the free zones in Dubai.
One of the core requirements to open an educational training facility is to obtain an approval/training permit from the Knowledge and Human Development Authority (KHDA).

What is KHDA?

The Knowledge and Human Development Authority (KHDA) is the educational excellence assurance and supervisory authority of the Government of Dubai, United Arab Emirates. It supervises the private education sector in Dubai, including early childhood education centres, schools, higher education providers, and training institutes/facilities.

The aim of KHDA is to ensure the continual development of the education sector in Dubai and to expand the value and products of education on all fronts.

Training Institute Permit Issuance

Mainland and free zones may have different processes when issuing the licence for a Training Institute. Nonetheless, generally, after the pre-approval is issued by the supervising authority i.e. Free Zone or DED Mainland, the next step would be finalisation of the business plan and layout for the facility – for submission to KHDA for initial approval. The educational course materials will also need to be submitted for approval along with the supporting documents of the teacher/instructor. Once the approval/permit is issued by KHDA, the licence shall then be issued by the respective supervising authority where the institute is being registered.
