A Guide to Obtaining a Teaching License in Qatar

Last year, the government allocated $4.91 billion to the sector, representing 9% of the total $54.6 billion expenditure, and with over 396,000 students currently enrolled in schools across the country, this number is expected to rise steadily in the coming years.

However, setting up a small school or educational centre in Qatar requires more than just a passion for teaching—it involves a detailed process to obtain the necessary licences.

Before applying for a teaching licence, it's important to know the range of services you can offer. In Qatar, educational services are categorised into:

  • Tutoring classes
  • Educational and administrative training

Documents You’ll Need to Apply to Get a Teaching Licence in Qatar

You’ll need to prepare the following documents in advance and submit them alongside your application to The Ministry of Education & Higher Education (MOEHE), the primary government entity supporting the sector in Qatar:

  • ID or passport copies for the applicant and those managing the organisation.
  • CVs of the owner and managers.
  • Articles of Association or company statute, verified by the Ministry of Justice.
  • A certificate of good conduct for the owner, managers, and partners.
  • A bank guarantee of 100,000 Qatari Riyals for one educational service, and 200,000 Riyals for multiple services.
  • Commercial registration and, if applicable, a lease agreement or property deed.
  • Engineering drawings and safety certificates for the premises.
  • Educational qualifications for the proposed manager.

Until you’ve received this official approval, you can’t conduct any advertising, registration, or educational activities.

Owner and Manager Requirements in Qatar

Both the owner and manager have to meet certain requirements. As the owner, you must be at least 21 years old, have no criminal record, and not be employed by the Ministry of Education. The manager must have a relevant university degree, at least five years of experience, and be able to manage the centre full-time.

Teacher and Trainer Requirements in Qatar

Teachers or trainers must have a university degree in their field of specialisation and a minimum of three years’ experience. Like the owner and manager, they should also have a clean criminal record and be medically fit for the role.

Premises Requirements for a Teaching Licence in Qatar

There are conditions that the building you choose has to meet, with the following, the most important:

  • The centre must have proper ventilation, lighting, and air conditioning.
  • It must meet all safety standards, including fire extinguishers and clear emergency exits.
  • There needs to be a designated parking area and modern communication systems (internet, landline, etc.).
  • For activities such as tutoring or special needs education, the premises must be a standalone building, not a commercial building or in a shopping mall.

Fees Associated with the Process for a Teaching Licence

The cost of issuing a new licence is cost-effective and is valid for one year. You’ll need to renew it annually for a reduced fee to avoid additional fees or fines being applied.

Key Steps to Obtain a Teaching Licence in Qatar

  1. Prepare Documents: Gather all required documents, including ID copies, certificates, and bank guarantees.
  2. Submit Application: Apply for the licence with the Ministry of Education, along with supporting documents.
  3. Building Inspection: The premises will be inspected by the Ministry to ensure it meets safety and suitability requirements.
  4. Receive Approval: Once the application is approved, you’ll be notified and required to submit the bank guarantee within 10 days.
