The Abu Dhabi Government introduced the Classification Process for Contracting Companies and Engineering Consultancy firms to help regulate the industry to ensure National and Foreign Companies were capable of undertaking the work they were tendering for. The Classification Departments role is assessing all the contracting firms and the engineering consultancy offices registered across the Emirate of Abu Dhabi in accordance to well defined and specific criterion; financial standing, quality, health and safety requirements, executed and carried out projects, technical and accounting staff as stated in the engineering consulting offices classification regulation No. (1) for the year 2009 and the contractors classification regulation No. (2) for the year 2009 and thus participate in tenders within the Emirate.

The Dubai Municipality introduced Local Order No.89 of 1994 in order to regulate the engineering consultancy industry and ensure that National and Foreign Companies were capable of undertaking the work they were tendering for. This Order was subsequently updated and amended by Orders 103 of 1997 and Order 4 of 1999 and Administrative Decision 51 of 1998.
