Ashghal Reveals QR81 Billion Five-Year Infrastructure Development Plan

The Public Works Authority (Ashghal) just announced a major 5-year infrastructure plan worth over QR81 billion, spanning 2025 to 2029. This ambitious programme aims to advance multiple sectors including land development for citizens, government buildings, sewage networks, and large-scale drainage systems.

With this significant investment, existing and new businesses setting up in Qatar can look forward to exciting opportunities in infrastructure, development, and related services.

The Ashghal President, Eng. H E Mohammed bin Abdulaziz Al Meer, highlighted that this is the Authority’s largest plan to date in both investment size and project volume. It builds on previous achievements, particularly those realised during the FIFA World Cup Qatar 2022.

Key highlights of the plan include:

  • Integrated infrastructure for residential areas, guided by urban humanization principles to enhance living standards in Qatar.
  • New public facilities serving essential sectors such as healthcare, education, sports, and culture.
  • Strategic drainage project to manage rainwater in north and south Doha, with water reuse for irrigation and cooling. The project begins with major tunnelling in 2025, followed by secondary tunnelling in 2026, in coordination with relevant ministries.

Ashghal is also promoting public-private partnerships (PPPs), including projects like infrastructure development for over 5,500 residential plots, covering roads, sewage, treated water, landscaping, and lighting. Additionally, the second phase of a wastewater treatment plant in Al Wakra and Al Wukair may also be tendered under the PPP model.

To address current project delays, Ashghal has implemented support measures for contractors, including performance evaluations and corrective plans to ensure timely, quality completion.

In support of the construction sector's recovery post-COVID-19, Ashghal has introduced financial and regulatory aid totalling QR21 billion, including direct payments and contract extensions. These also involve replacing certain financial requirements with bank guarantees and ongoing contractor assessments.

Significant progress has also been made in the local value (ICV) program, aimed at boosting national companies and economic independence. Local supplier contracts have risen from 10% in 2022 to 77% in 2024, with a major increase in registered firms and ICV points.

Finally, Ashghal has taken steps toward digital transformation, launching an automated financial data system to streamline tender processes and monitor contractor performance more efficiently.
