A New Opportunity for F&B Operators in Qatar
Qatar’s Ministry of Commerce and Industry (MoCI) has taken a significant step in modernising its food and hospitality sector by introducing cloud kitchens as a recognised commercial activity. The new activities present an exciting opportunity for new businesses entering the Qatar market. This new licensing framework is designed to meet the growing demand for delivery-focused food services while supporting digital transformation and operational efficiency across the industry.
Cloud kitchens, also referred to as dark or virtual kitchens, are delivery-only food preparation facilities that do not offer physical on-site dining. They allow entrepreneurs and F&B operators to launch or expand food service brands with lower overheads, minimal physical infrastructure, and access to a wider delivery market. In many global markets, cloud kitchens have emerged as a vital part of the evolving food ecosystem, and Qatar’s formal recognition of this model signals a progressive approach to digital commerce and logistics infrastructure.
Under the new licences, investors can establish either independent cloud kitchens (segmented units leased to multiple brands) or multi-brand kitchens (single operators managing multiple menus under one licence). This flexibility offers both startup ventures and established brands the ability to scale quickly and adapt to consumer demand.
Business Activities for Cloud Kitchens in Qatar
To operate a cloud kitchen in Qatar, investors must register the appropriate commercial activity through the country’s Single Window Services Portal. Two relevant activity codes have been introduced:

Assuming all of the required documents are in place, registration and licensing process is designed to be efficient, with commercial registration typically issued within just a few days. Key approvals required include urban planning, civil defence, and health and safety compliance.
Beyond the licensing procedure, the MoCI has also outlined specific infrastructure and operational requirements, such as separation of preparation areas, adequate ventilation, and delivery-specific access points. These measures ensure a high standard of food safety and service quality across the sector.
